iPadOS 17 is the final major version for a group of 2017-era iPads. Apple keeps shipping small iPadOS 17.7.x updates for them — mostly security fixes — and the newest one is iPadOS 17.7.11.

Which version should I install?
Install the newest version that is signed — Apple won’t let you install anything else. Older 17.7.x builds stay listed for reference. The fastest way is over the air: Settings → General → Software Update.
Installing with the IPSW
- Click your iPad model above and download the IPSW.
- Connect the iPad to a Mac (Finder) or PC (Apple Devices / iTunes).
- Hold Option (Mac) or Shift (Windows) and click Check for Update to keep your data, or Restore for a clean install.
